It’s not impossible for URL shorteners to make money.
http://picz.us does it by earning affiliate revenue from stock photography sites and amazon. You set your codes on your account the site builds the affiliate link and shortens it. A bar is also added to give more links to earn from when the link is to any other (non-affiliated site).

I'm sure you've seen this but some tiny.url seems to be pointing to http://revtwt.com which has some advertisements and a link to the actual url. here's an example: http://revtwt.com/origin_page.php?link=87506 Just thought this might be a temporary way of making some revenue in this market?
