I think it has been a failure. And it works well only for pre-paid contracts, without any penalty. Moreover, if you choose to move to another operator, usually if you are a good customer (big spender) your previous operator calls you to offer you something like 300-400 euros of credit if you don't move. You can imagine what happens when someone takes advantage of this to get traffic from this or that operator for free... WLNP is a real mess here in Italy. I think it has been a failure.
