		<description>Remember when Bell labs was associated with a Telco.  Then you saw the behaviour you describe.  It is hard to bring R&#38;D in house at the same time as driving costs out of your organization with a broad brush.</description>

		<description>The US carriers used to have an R&#38;D consortium that developed innovative products and standards for its members (who were also its owners) - it was called Bellcore.  Gradually the RBOCs decided they&#39;d prefer to do their own R&#38;D, and pulled more and more funding away from Bellcore, to the point where they decided to sell it off.</description>
